Bangladesh achieved its independence 45 years ago through the supreme sacrifices of 30_lac Bengalis, 2.8 crore displaced people and half a million tortured and abused women. Today country stands on the crossroad of history. The military government and the political_parties destroyed the spirit of the freedom struggle and the promise of a democratic, equitable, secular and prosperous Bangladesh. The rape of the democratic_constitution, religious fanatics, rehabilitation of war criminals and, promotion of militancy, criminalization of politics, institutionalization of corruption, and the sway of black_money and muscle power overtook the post-independence governments.  The people of Bangladesh were, however, only temporary_defeated but not vanquished_and the heroic_struggle of the people.  

Digital Bangladesh and the programs of the present government:

Present government is committed to freeing Bangladesh from its present_state of crisis and construction of a country whose_citizens are able to live_prosperous and happy lives. The year 2021 will mark the golden jubilee of Bangladeshis Independence, while the year 2020 will be the 100^th anniversary of the birth of the Father of the Nation Bangabandhu_Sheikh_Mujibur_Rahman. Considering the persisting politico-socio-economic crisis, five subjects have been given priority:

In the face of global economical crisis, maintenance of financial stability and control over commodity price hike: Measures will be taken to decrease the unbearable burden of price hike and keep it in tune with the purchasing power of the people. After giving the top priority to the production of home made commodities, arrangements will be made for due time import to ensure food security. It is necessary to take the proper measures for facing the outcome of the global financial crisis. So necessary steps would be taken for investment promotion, energy security, safeguarding value of money, assisting exports, retaining and enhancing domestic demand and continuing export of manpower.

Effective measures against corruption: Multi-pronged action to fight corruption will be put into place. Powerful persons will have to submit wealth & property statement annually. Strict actions will be taken to eradicate bribe, corruption, rent seeking and extortion. Strong measures will be taken against those people having unearned and black money, tender manipulators, against loan defaulters and users of muscle power in every stage of society and state. Private & State monopoly will be destroyed.

Power and energy: A comprehensive long term policy on energy & electricity will be adopted. Economic usage of oil, coal, gas, hydro power, solar energy & wind power,  will be ensured. Small & Big power generation stations, oil and gas exploration, coal extraction will be given priority. 

Elimination of poverty and Inequity: The main strategy of poverty decrease will center on bringing vibrancy in rural life & agricultural sector. Social safety net will be enhanced for ultra_poor. By 2020 poverty level and proportion of ultra poor will be brought down to 20% and 10% respectively. A comprehensive employment guideline will be established aiming at poverty reduction, taking control over unemployment problem and making citizens lives meaningful.

Establishment of good governance: Genuine independence and impartiality of the judicialy, election commission will be ensured. Administration and the law and forces agencies will be free from the influences of the political leaders and the parties.

Other important programs:

-         Strengthening the local government.

-         Ensuring the agriculture and rural development.

-         Improvement of the environment and water resources.

-         Preparing the effective policies for the development of the commerce and industry.

-         Taking measures for the human resources development.

-         Developing education and science.

-         Giving priority for the development and enhance of information and communication technology.

-         Giving priority for the development of the health and family welfare.

-         Ensuring the empowerment of women and child welfare.

-         Expansion of rehabilitation programs for ensuring the welfare of children and juvenile.

-         Ensuring the welfare of the youth and creating the employment.

-         Making effective policies and ensuring the implementation of the policies for the development of the communication and infrastructures.

-         Making effective labor policy.

-         Ensuring the freedom of mass media and information.

-         Strengthening the Defence Sector for ensuring our national security.

-         Creating smooth atmosphere for the culture and sports.

-         Making strong relationship among the government and NGO’s.

-         Making effective foreign policy etc.  

     

    Vision 2021 

Democracy and Active parliament: Democracy and strong democratic institutions will be made for holding reliable_election at regular intervals, and effective parliament, accountability of government. All necessary measures will be taken for making parliament effective.

Political framework, peoples participation & decentralization of power: Local government will be given due priority with a view to effecting radical change of the political method. The local government institution will play a crucial role in development programs. Self reliant local self government institutions will be made at upazila and zila levels to this end.  

Good governance by avoiding political partisanship and establishing rule of law: Human rights will be enhanced on a strong footing with a view to ensuring rule of law. Independence of judiciary will be established and the institutions of the administration and state will be freed from partisan influence. The basis of promotion and appointment will be merit, efficiency, honesty, seniority, and loyalty to the political & republic connection will have no relevance.

Transformation of political environment: Corruption, terrorism, use of religion for politics will be prohibited. Steps suitable to the time will be taken to establish democratic agenda in the political parties, civility and tolerance, transparency of political funding.
